What enforcement actually looks like
The characteristic failure here is geographic: creative approved in one market is re-reviewed when targeting expands, and because TikTok’s healthcare rules differ by country (its own documentation conflicts on which markets allow what), the same ad that ran cleanly in one market comes back rejected in the next. The second surface is measurement - a pixel or events setup that collects health-related data from an intake flow is an enforcement target separate from the creative, and can put the advertiser account under review even when no ad names a drug.
